The Plenary Meeting of the Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union (Plenary COSAC) brings together delegations of the European Affairs Committees from Member States’ national parliaments and observers from EU partner countries. During the conference, the parliamentarians have the opportunity to discuss issues from the European agenda and exchange good parliamentary practices. The Plenary meeting of COSAC is held twice per year.
Each national parliament and the European Parliament are represented by a delegation of six members. The candidate countries and other special guests can participate as observers with a delegation of up to three members.
The Plenary COSAC is the final meeting of the Parliamentary Dimension of the Bulgarian Presidency of the Council of the EU. It is a common practice for COSAC delegations to submit joint Contributions and Conclusions to the attention of the European Parliament, the Council, and the European Commission. They are to present national parliaments’ positions on issues related to EU affairs and reflect on COSAC activities for the Presidency period. Upon discussing the Contributions and Conclusions, the chairs vote and adopt the two documents.
